You can do Halong Bay on a 3 days tour: you can book it in Hanoi for around $50 including meals, accomodation and transportation. You will sleep one night on a boat and one in a hotel in Cat Ba. There are 2 ferrys from Hai Phong to Cat Ba Island. The fast one is 45 minutes and is 120,000 dong and leaves at 9am and the slow one is 2 hours and is 80,000 at 6am and 12.
